Means of escape

What is means of escape?

Means of escape is the route and arrangements by which people can leave a building safely in a fire, from wherever they may be to a place of safety outside it.

It is a chain, and only as good as its weakest link: the route from the room, the protected corridor, the stairway, the final exit and the space beyond all have to work together and be usable without assistance for most people.

The arrangements matter as much as the geometry. A route that is correctly designed but stores stacked deliveries, or ends at a locked final exit, is not a means of escape at the moment it is needed.

Provision for people who cannot use stairs unaided is part of it rather than an afterthought, which is what a personal emergency evacuation plan sets out for a named individual.

In practice

A building where the escape strategy assumes a route that is now a store room.

The change was made for good operational reasons by somebody who did not know the room was part of a route.

Means of escape is a designed arrangement that depends on the building staying as the designer assumed, and ordinary business decisions quietly erode it.

This is why a material alteration triggers a review rather than a note.

What goes wrong in practice

  • Escape routes used as storage, which is among the most common findings in routine inspections.
  • Final exits locked or obstructed outside, so the door opens onto a blocked yard.
  • Escape lighting untested, leaving a route that works in daylight and not in a power failure.
